{"id":2692,"date":"2013-12-08T10:21:05","date_gmt":"2013-12-08T15:21:05","guid":{"rendered":"http:\/\/synapse9.com\/signals\/?p=2692"},"modified":"2015-02-20T12:38:40","modified_gmt":"2015-02-20T17:38:40","slug":"ideal-model-new-architecture-capitalism-witha-puropse","status":"publish","type":"post","link":"https:\/\/synapse9.com\/signals\/ideal-model-new-architecture-capitalism-witha-puropse\/","title":{"rendered":"Ideal Model: New Architecture for Economic Self-Governance"},"content":{"rendered":"<p style=\"padding-left: 30px; text-align: center;\"><em>Prepared for <a href=\"http:\/\/sustainabledevelopment.un.org\/index.php?menu=1678\">UN Open Working Group on SDG&#8217;s, OWG-5, 6 in Dec 2013 Owg 7,8 in Jan &amp; Feb 20<\/a>14, solving the special &#8220;steering problems&#8221; raised there as well with:\u00a0<\/em><\/p>\n<ul>\n<ul>\n<ul>\n<li style=\"text-align: left;\"><a title=\"Permalink to Time for Sustainable Cities to Look Upstream\u2026\" href=\"http:\/\/synapse9.com\/signals\/2013\/12\/28\/time-for-sustainable-cities-to-look-upstream\/\" rel=\"bookmark\">Time for Sustainable Cities to Look Upstream\u2026<\/a>\u00a0and<\/li>\n<li style=\"text-align: left;\"><a title=\"Edit \u201cGetting the incentives right requires redefining the units of measure\u201d\" href=\"http:\/\/synapse9.com\/signals\/wp-admin\/post.php?post=2721&amp;action=edit\">Getting the incentives right requires redefining the units of measure<\/a><\/li>\n<\/ul>\n<\/ul>\n<\/ul>\n<p style=\"padding-left: 30px;\">\u00a0<em><span style=\"color: #333399;\">This is a serious effort to describe in natural language a well thought out way for a market economy to follow organic systems principles, and decouple from conquering the earth to\u00a0reorient its development toward finding its secure place on earth. \u00a0\u00a0It would be driven by our goal seeking social and economic communities d<em>eveloping\u00a0<em>new\u00a0<\/em><\/em><\/span><\/em><em><span style=\"color: #333399;\">markets and\u00a0<\/span><\/em><span style=\"color: #333399;\"><em><em><em>partnerships\u00a0<\/em><\/em><\/em><\/span><em><span style=\"color: #333399;\"><em>for mutual benefit as\u00a0<\/em>markets always serve to steer the economy<\/span><\/em><em><span style=\"color: #333399;\">, but having much better information on what&#8217;s profitable, and\u00a0<em>recognizing the true cost of inaction<\/em>. \u00a0\u00a0As we find how to do it <span style=\"text-decoration: underline;\">the economy would also \u00a0change from building itself\u00a0up\u00a0internally to making itself at home externally<\/span>. \u00a0<\/span><\/em><\/p>\n<p style=\"padding-left: 30px; text-align: left;\"><span style=\"color: #333399;\"><em>By redirecting our resources from pressing ever harder on the limits of the earth, and instead aim for relieving the strain on ourselves and the earth, the economy would become relatively more profitable than before as it heals. \u00a0 A great many of the key goals of sustainability (SDG&#8217;s) being stated again and again at the UN, would be achieved naturally this way. \u00a0 \u00a0Other critical goals would still take concerted planning and government action, but would become more practical to accomplish.<\/em><\/span><\/p>\n<p style=\"padding-left: 60px; text-align: center;\" align=\"center\">___________<\/p>\n<h3 style=\"text-align: center;\"><strong><em>Incentives to Sustainably Lower Our Global Footprint\u00a0<\/em><\/strong><\/h3>\n<ul>\n<li><strong><em><strong style=\"font-style: normal;\"><em>Holistic and accurate measures of \u00a0ESG costs of production and consumption<\/em><\/strong><\/em><\/strong><\/li>\n<li><strong><em>An Information System Everyone can understand, for a Self-managing World\u00a0<\/em><\/strong><\/li>\n<li><strong><em><em>Turning the economic pursuit from &#8220;conquest&#8221; to &#8220;homemaking&#8221;<\/em><\/em><\/strong><\/li>\n<li><strong><em><em><\/em><\/em><\/strong><b><i>\u201cNature&#8217;s Capitalism\u201d, first profiting from building things, then by caring for them<\/i><\/b><\/li>\n<\/ul>\n<h2 style=\"text-align: center;\">Steering Capitalism with a purpose: giving us a good home on Earth<\/h2>\n<h4>A.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The idea<\/h4>\n<p>The natural way economies determine their futures is by \u201cmarket choices\u201d, as financial, business and consumer markets look for how to get what they want from each other and the earth. Then governments, the press, professions and open societies watch out for the common interest.\u00a0\u00a0 That\u2019s what designs of the economy of our future, telling developers what new parts to add or old ones replace.<\/p>\n<p>Those market choices often don\u2019t reflect common interests just for our natural lack of information.\u00a0 What was done around the world to deliver goods or services is not collected and passed along as they are paid for, \u00a0\u00a0What\u2019s becoming possible is like that, ways to identify future societal costs that business may be held responsible for in the future, practices like adding to global inequities or harming our economic future.<\/p>\n<dl class=\"wp-caption aligncenter\" id=\"\" style=\"width: 500px;\">\n<dt class=\"wp-caption-dt\"><img decoding=\"async\" alt=\"\" src=\"https:\/\/synapse9.com\/issues\/images\/screens1.gif\" width=\"500\" \/><\/dt>\n<dd class=\"wp-caption-dd\">Comparing comprehensive sustainability balance sheets, for finding development proposals with financially and culturally acceptable risks and benefits. Global benefits\/People centered, Homemaking<\/dd>\n<\/dl>\n<p>Just one new fact about money can release a great wealth of information on that. \u00a0It\u2019s that the \u201chidden consequences\u201d of using money we don\u2019t immediately see have been scientifically shown to most often be close to \u201caverage\u201d<a title=\"\" href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/_Commons%20Action%20Group\/IdealModelSDGs5a.doc#_ftn1\">[1]<\/a>.\u00a0 In information terms,\u00a0that serves to \u201cinternalize all externalities\u201d, opening the door to what has eluded us, a way to make sound decisions for the world as a whole.<\/p>\n<p>It would let us build an information system making the choices responsible for impacts transparent for all to see.\u00a0 For example, spending one dollar generally adds\u00a0<b>about 1 pound of CO2<\/b>\u00a0to the atmosphere. \u00a0We might select the least cost engineering option for ending our addition of CO2 to the atmosphere as a standard measure, possibly bio-char, estimated to cost\u00a0<b>$.20 per pound of CO2<\/b>.\u00a0 That would be equal to\u00a0<b>an impressive \u201ctax\u201d on GDP, of $.20\/$1<\/b>, an indicator of how poorly the earth\u2019s profits are being used.<\/p>\n<p>People would then clearly see, for example, that as we build more and more for the future economy to take care of, a natural turning point approaches for investors and everyone else, of diminishing total returns.\u00a0 So as growth becomes seen as a drain on future profits, the most profitable use of profits becomes caring for the environments creating the profits, not compounding our demands on them.<\/p>\n<div>\n<hr align=\"left\" size=\"1\" width=\"33%\" \/>\n<div>\n<p><a title=\"\" href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/_Commons%20Action%20Group\/IdealModelSDGs5a.doc#_ftnref1\">[1]<\/a>Henshaw, J. 2011\u00a0<a href=\"http:\/\/synapse9.com\/SEA\">Systems Energy Assessment<\/a>. producers\u201d for any dollar of goods or services are SO wide spread\u00a0one must first assume, every dollar is distributed as an average share of GDP and reflects the average impacts of the whole, good and bad.<\/p>\n<\/div>\n<\/div>\n<p><!--more--><\/p>\n<p style=\"text-align: center;\"><i>D R A F T- 8 Dec 13 <strong>\u00a0<\/strong>(some cut &amp; paste not fully resolved)<\/i><\/p>\n<h4>B.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The working elements of the proposal<\/h4>\n<p>The working are the natural systems of the economy, the communities of people who actively search their environments for what\u2019s profitable to them.\u00a0\u00a0 They\u2019d be assisted by developments guided by the UN and technology community in organizing the world\u2019s information system on economic choices, to display the real global impacts involved.\u00a0\u00a0 The type of information services needed would be different at each stage of developing SDG goals and implementing SDI solutions, roughly starting as the UN has already done, stirring the world to think about The World We Want.<\/p>\n<p>Large complex design processes all have a similar \u201cladder of development phases\u201d, as a series of expanding learning challenges, as any small design process.\u00a0 Those are usually given as the: conceptual, schematic, development, specification and implementation design phases.\u00a0 Each one is a bit like a \u201cgraduation\u201d exercise from one kind of expanding thinking to the next.\u00a0\u00a0 Mature SDG\u2019s ideas would emerge from small conceptual beginnings.\u00a0 Their real meaning would appear only emerge as they develop and mature, in response to local and global needs, with everyone involved.<\/p>\n<div would only \u201cwork\u201d if understood as a way to enhance what the economy and societies already do, by natural design<\/b>, shaping our world we live in by the choices they make.\u00a0 \u00a0That\u2019s what would guide the design for enhancing our information for making those choices, to help us understand the local and global consequences.<\/p>\n<h4>D.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The chain of information flow<\/h4>\n<p>1)\u00a0\u00a0\u00a0\u00a0\u00a0 world\u2019s communities create visionary conceptual designs responding to the problem we face<\/p>\n<p>2)\u00a0\u00a0\u00a0\u00a0\u00a0 scientists and economists learn to work together on common measures of<\/p>\n<p style=\"padding-left: 30px;\">a)\u00a0\u00a0\u00a0\u00a0\u00a0 financial profitability<\/p>\n<p style=\"padding-left: 30px;\">b)\u00a0\u00a0\u00a0\u00a0\u00a0 cultural Leading to the coordination of efforts by all involved in the implementation involved<\/p>\n<p>The basic challenge is for people to begin thinking about how self-motivated learning systems work, looking for pathways to follow rather than deciding on \u201cpolicies\u201d as outcomes someone hopes someone else till accomplish.<\/p>\n<h4>E.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The basic theory of self-governance<\/h4>\n<ul>\n<ul>\n<ul>\n<ul>\n<ol>\n<li>The societal value of investments<\/li>\n<li>Financial profitability to the investor,<\/li>\n<li>Environ Social and Governance \u00a0costs to society and<\/li>\n<li>cultural compatibility for the communities involved,<\/li>\n<li>The natural fiduciary duties of investors, when making choices for others<\/li>\n<li>To act in open and transparent ways<\/li>\n<li>To not be misleading in speech or action<\/li>\n<li>to use their profits in the interests of environments they are profiting from<\/li>\n<li>The wide recognition that the world has become structurally unmanageable in many ways, with uncontrolled change in large communities with conflicting interests, and<\/li>\n<li>Mankind facing the greatest and least understood threats to its future well-being ever, requiring the many networks of independent actors to find their own ways to assure we all keep our commitments to limit climate change and improve human well-being.<\/li>\n<\/ol>\n<\/ul>\n<\/ul>\n<\/ul>\n<\/ul>\n<h4>F.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The idea for a <a href=\"http:\/\/www.rioto2015.org\/\">\u201cnew architecture\u201d for world self-governance<\/a> comes from<\/h4>\n<p>Given ideal choices, people wouldn&#8217;t take on bigger and more complex problems to solve when they already have more than they can handle.\u00a0\u00a0 That point in one\u2019s affairs, when you choose not to take on bigger tasks, is a very common marker of \u201cenough\u201d for any kind of design or developing project.\u00a0 \u00a0\u00a0Here it is also referred to as an essential economic \u201cparadigm shift\u201d for making the earth livable for our future.<\/p>\n<p>It\u2019s a shift from the economics of \u201cgrowth\u201d to \u201chomemaking\u201d.\u00a0\u00a0 There\u2019s a clear common thread connecting the \u201cwicked\u201d swelling crises of our environment, world governance and finance, combined with the clear unsustainability of our built environment.\u00a0\u00a0 It\u2019s that we don\u2019t have another earth to move to, and we\u2019re making this one unlivable. \u00a0\u00a0So we need our focus on making the earth a good home, not on the thrill of expanding the complexity of our conquests and challenges.<\/p>\n<p>The \u201cIdeal Model\u201d would be to just give our professional and civil society networks a way to connect, that gives them all much better information on 1) how our global systems are working, so everyone can better understand each other\u2019s choices and the common interests, so 2) everyone can then find where their own special abilities can fit, for working together to make the earth a good place to live.<\/p>\n<h4>G.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The ideal<\/h4>\n<p>It would be ideal if the UN, mandated by the world governments, facilitated the creation of communication networks so everyone would get good information on their choices for making the earth sustainable.\u00a0 Stakeholder communities would work together following global principles to create value by finding their own sustainability solutions, helped by \u201cInformation Dashboards\u201d with coordinated scientific, economic, cultural and strategic screens, showing benefits and liabilities for\u00a0all\u00a0to see. \u00a0\u00a0It would bring funding to all levels of sustainability, as the best source of information on which governments, individuals and institutions could base their investment policies and decisions.<\/p>\n<p>That approach would \u201cput the ball in the right court\u201d and let the UN do more of what it does best, as host and facilitator for the stakeholders of the world solving their own problems.\u00a0\u00a0\u00a0 Perhaps the world\u2019s governments would give the UN that mandate, to facilitate stakeholder collaboration involving all of civil society.\u00a0 \u00a0For the SDG\u2019s it favors 1) goals that fit local talents and problems 2) solutions that can be implemented efficiently in the self-interest of the participants, 3) coordinated with the needs of of society, 4) avoiding intractable wrangling between people with different ideas, and 5) as only possible when keeping the focus on everyone\u2019s common interests.<\/p>\n<p>SDG\u2019s for transforming how we use the earth could start, as they have, with the UN leading a world dialog seeking \u201cgreat global principles\u201d to follow.\u00a0\u00a0 Regional \u201clearning commons\u201d for stakeholders would be assured access to solid information and be assisted in using it, as the nations of the world are assisted in following the communal societal process.\u00a0 \u00a0Formally organized stakeholder communities might only be organized by region, developing regional SDG\u2019s within the global principles for local conditions.<\/p>\n<p>Other learning commons would emerge \u201ctop-down\u201d and \u201cbottom-up\u201d from today\u2019s wide variety of knowledge sharing networks. \u00a0\u00a0The networks of both formal and informal commons would have access to high quality global information resources, and so be in a position to call for prompt action when clear solutions are found, as publics that are both efficient and able in decision making, with little old style politics involved.<\/p>\n<p>The real motivation seems to be in many places at once.\u00a0\u00a0 The bottom line, from every perspective, is still how extraordinarily costly it would be not to act and succeed.\u00a0\u00a0 What works in the end might not be this \u201cideal commons approach\u201d but whatever works in the end will need to operate somewhat like it.<\/p>\n<h4>H.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The plan<\/h4>\n<p>Many pieces of the new kind of professional combined scientific, business and financial information are already beginning to come together.\u00a0 As they compare notes how unsustainable it is to keep using wealth to multiply our uses of the earth, and multiply unmanageable liabilities too, will become self-evident.\u00a0 \u00a0That would lead to consensus on providing sufficient funding for investments in real sustainable development to keep the earth economically viable.<\/p>\n<p>The more successful stakeholder commons would set the example and demonstrate how diverse stakeholder groups can focus on their common interests to work together solving big problems.\u00a0\u00a0 The other formal and informal learning commons would follow the leaders in finding collaboration with others having different ways of understanding the world is the solution not the problem.<\/p>\n<p>How this new transparency of the earth would take lasting effect is through consumer, investor, financial and business market choices, reflecting the new quality of information on the true impacts of their choices, so the actual decision making at every scale would come from its grass roots.<\/p>\n<p>&nbsp;<\/p>\n<h2>II.\u00a0\u00a0\u00a0 Brief Appendix of Technical Notes:<\/h2>\n<h4><b>1.\u00a0\u00a0\u00a0\u00a0 <\/b><b>Special Studies<\/b><\/h4>\n<p>In the appendix there are (or will be) brief discussions of some of the special issues expected to come up. \u00a0\u00a0Design is *a <b>learning process<\/b>* particularly for something unusual like a \u201cnew architecture\u201d for world governance.\u00a0\u00a0 It would rely heavily on using the emerging global information networks to facilitate communication and hold people to their commitments, so there would be lots and lots of special experiments.\u00a0\u00a0 Parts would be changing everywhere at once, finding their own way to fit, just as in a natural growth process.<\/p>\n<p>They\u2019d be master plans of various kinds and direct collaborations between leading players, like the UN and the finance community, and the sciences.\u00a0\u00a0 There would be lots of experiments with how IT can facilitate communication between different cultures and disciplines, with how people can engage in learning how nature works, as well as how the organized parts of our economies work and interact.\u00a0 Everyone looking for their own best place to engage in the common task of finding a better way to live on earth would be experimenting too.<\/p>\n<p>There would also be explorations of what this unprecedented change would change us.\u00a0 A more honest way to relate to the earth might require finding a more honest way to relate to each other, for example.\u00a0\u00a0 It might rely on our learning real cross cultural communication on some higher level, like ecologies work with different species both working closely and quite separately.\u00a0\u00a0\u00a0 Those explorations might include:<\/p>\n<h4><b>2.\u00a0\u00a0\u00a0\u00a0 <\/b><b>The strategy<\/b><\/h4>\n<p>From a natural system design view, this approach alters the \u201cpush\u201d and a \u201cpull\u201d balance for institutional designs. \u00a0\u00a0\u00a0You need both controls (pushes) with openings (pulls) when working with self-motivated people, and have the right balance. \u00a0 \u00a0Providing better information, and facilitating its exchange, aims at allowing self-interests to again make the economy more self-regulating than now, or ever before.<\/p>\n<p>An SDG choice between two paradigms, pushes and pulls for societal decision making<\/p>\n<div align=\"center\">\n<table border=\"0\" provide a way for the world economy to steer itself toward the kinds of farseeing objectives discussed in many sustainability communities these days.\u00a0\u00a0 Good examples are found in the recent report of the UN\u2019s Independent Research Forum (IRF), Post2015 &#8211; Framing a new approach to SD<a title=\"\" href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/_Commons%20Action%20Group\/IdealModelSDGs5a.doc#_ftn2\">[2]<\/a><\/p>\n<h4><b>3.\u00a0\u00a0\u00a0\u00a0 <\/b><b>Global principles<\/b><\/h4>\n<p>The global SDG\u2019s could be simple; defining minimum standards for human life, respect for nature and the places of the earth.\u00a0\u00a0 That could be paired with simple obligations to respond to unsustainable change in our natural, social and economic environments.<\/p>\n<p>Global minimum standards for human life would include access to knowledge and equitable treatment, with standards of accountability, living sustainably and forming cultures of responsibility, for things such as having children with the intent to care for and teach them to live well too.<\/p>\n<h4><b>4.\u00a0\u00a0\u00a0\u00a0 <\/b><b>Advantageous General Properties of the ideal model<\/b><\/h4>\n<ul>\n<ul>\n<ul>\n<ul>\n<ul>\n<li>it would be flexibly responsive to new and emerging issues<\/li>\n<li>It uses the natural organization of human society as its main steering mechanism<\/li>\n<li>it integrates environmental, social and economic dimensions<\/li>\n<li>it is systemic by nature and enables mutual reinforcement of initiatives<\/li>\n<li>it operates at multiple levels and scales, in awareness of interrelations and dependencies<\/li>\n<li>it is based on multi-stakeholder dialogue, that is coordinated and participatory<\/li>\n<li>it builds lasting capacity &amp; resilience, responsive to the insight of its close observers<\/li>\n<li>it would grow directly from prior SDGs and Agenda 21 items according to place<\/li>\n<li>it would greatly aid the financial markets in finding new ways to invest<\/li>\n<\/ul>\n<\/ul>\n<\/ul>\n<\/ul>\n<\/ul>\n<h4><b>5.\u00a0\u00a0\u00a0\u00a0 <\/b><b>A higher standard of public honesty<\/b><\/h4>\n<p>Nearly everyone agrees that good governance is essential, and sorely lacking.\u00a0\u00a0 Ideally freedom of speech is to allow people to express constructive ideas, not misleading ones.\u00a0\u00a0\u00a0 When the standard of truth becomes \u201cmaximum deception\u201d, as often seen in public debates as well in advertising and even in the courts, the greatest deception gets the highest reward.\u00a0\u00a0 Reward for that violates the principles of \u201cspeech\u201d itself, leading to making deception our most prominent language.\u00a0\u00a0 Perhaps we should experiment with a higher standard.\u00a0\u00a0 Instead of \u201cnot dishonest\u201d we might try \u201cnot misleading\u201d, the test of which would only depend on the listener was misled, not whether the speaker lied.<\/p>\n<h4><b>6.\u00a0\u00a0\u00a0\u00a0 <\/b><b>Learning across silos<\/b><\/h4>\n<p>We actually change our assumptions and the meanings of the words we use every time we change the group of people we are speaking with.\u00a0 One part of the problem with global networking is needing to go back and forth between groups of people who have agreed to different meaning for their words we\u2019ve never known about before.<\/p>\n<p>Perhaps the most challenging common problem may not be between people with differing religious beliefs.\u00a0\u00a0 It may be with people who understand their words conceptually, in relation to other words, rules or theories, and people who understand the world experientially.\u00a0\u00a0 There\u2019s some gender separation between them, with women spending more of their time with caring for things that are experienced rather than defined, and often understood non-verbally and men spend more time with things understood conceptually.\u00a0\u00a0 People who are better at crossing that divide, like women in business, may see their<\/p>\n<h4><b>7.\u00a0\u00a0\u00a0\u00a0 <\/b><b>Keeping Commitments<\/b><\/h4>\n<p>I think it\u2019s central to finding a \u201cnew architecture\u201d \u00a0that would actually work, using a self-governing open network.\u00a0 \u00a0\u00a0The critical issue is how to give the investment markets meaningful information on what is good for the earth.\u00a0\u00a0 It <i>won\u2019t be meaningful<\/i> to them unless the indicators show them as \u00a0\u201cbeing responsible for\u201d the impacts, not just \u201cembarrassed by\u201d them.\u00a0\u00a0 \u201cBeing responsible\u201d forces everyone to keep their commitments, and if that\u2019s the case only the rare case needs to go to court.\u00a0\u00a0\u00a0\u00a0 Being responsible is also key to getting the science right, as everyone then wants to \u201cget the numbers right\u201d.<\/p>\n<p>What I\u2019ve proposed elsewhere as well is a way to expand business annual <a href=\"http:\/\/synapse9.com\/signals\/2012\/06\/05\/budgeting-the-commons-needs-business-ecobalance-sheets\/\">financial reporting requirements to include &#8220;ESG balance sheets\u201d<\/a><a title=\"\" href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/_Commons%20Action%20Group\/IdealModelSDGs5a.doc#_ftn3\">[3]<\/a> (eco-balance) to make it clear what the financial liabilities for society are from how a business delivers its products or services, and that the business\u2019s investors may be held responsible for.<\/p>\n<p>It\u2019s a kind of hidden scientific problem with enormous impacts itself.\u00a0\u00a0 The externalities have been measured by tracing them to the source, but ignoring what was going untraced.\u00a0 \u00a0My physics paper on correcting it is called<strong> \u201c<a href=\"http:\/\/synapse9.com\/SEA\">Systems Energy Assessment<\/a>\u201d.\u00a0 <\/strong>The finding is that of the total energy use paid for to operate a business, quite often 80-90% won\u2019t get counted.\u00a0 \u00a0The reason is economists were not in the habit of thinking that the service chains that businesses employ have any impacts\u2026, and
