60px; text-align: left;\"><em>This Mar 2013 proposed &#8220;Ideal Model&#8221; for steering the economy toward making us\u00a0a good home on earth led to a Feb 2014 proposal for implementing it, a\u00a0<strong><a href=\"http:\/\/synapse9.com\/signals\/2014\/02\/03\/a-world-sdg\/\">World SDG<\/a><\/strong>\u00a0. \u00a0 It&#8217;s a global application of the general principle, that\u00a0<span style=\"text-decoration: underline;\"><strong>we all are r<\/strong><strong>esponsible for our shares of the abuses of the economy as a whole<\/strong><\/span><strong> &#8230;<\/strong><span style=\"text-decoration: underline;\"><strong> in proportion to our owning, investing in and using it<\/strong><\/span>. \u00a0 What that provides is an <strong>Inclusive Accounting<\/strong> that is <strong>close to unarguably fair and even handed. \u00a0 \u00a0<\/strong>It <strong>ALSO<\/strong> avoids the arbitrary faulting of\u00a0businesses\u00a0where impacts are observed even though always paid for by someone else, <strong>an actually dishonest way of accounting for responsibilities<\/strong>\u00a0that also omits huge categories of impacts that are not traceable that way.\u00a0<\/em><\/p>\n<p style=\"padding-left: 60px; text-align: left;\"><em>The <strong><a href=\"http:\/\/synapse9.com\/signals\/2014\/02\/03\/a-world-sdg\/\">World SDG<\/a><\/strong> uses a method of calculation for any person&#8217;s or business&#8217;s share of world GDP, for estimating their total share of \u00a0responsibility for world economic impacts as &#8220;<strong>users<\/strong>&#8221; called &#8220;<strong><a href=\"http:\/\/synapse9.com\/signals\/2014\/04\/08\/easy-intro-scope-4-use-interpretation\/\">Scope-4 Accounting<\/a><\/strong>&#8220;. \u00a0<\/em><em>The <strong><span style=\"text-decoration: underline;\">legal view of responsibility<\/span><\/strong> is <span style=\"text-decoration: underline;\"><strong>different from &#8220;cause and effect&#8221;<\/strong><\/span> in that, legally, both the people paying for, benefiting from or authorizing a tort harm may all be held as equally responsible as the person actually doing the harm, as familiar for hiring others to commit a crime.\u00a0<\/em><\/p>\n<\/address>\n<\/blockquote>\n<address style=\"padding-left: 30px; text-align: center;\">\n<p style=\"padding-left: 60px; text-align: center;\">______________<\/p>\n<p style=\"padding-left: 60px; text-align: center;\">\n<\/address>\n<blockquote>\n<address style=\"padding-left: 30px; text-align: center;\"><a href=\"http:\/\/synapse9.com\/signals\/2014\/02\/03\/a-world-sdg\/\"><em>A World SDG\u00a0<strong>&#8211; <\/strong>G<\/em>lobal Accounting of Responsibilities for Economic Impacts<\/a><\/address>\n<\/blockquote>\n<p style=\"text-align: left; padding-left: 30px;\"><em>This &#8220;Ideal Model&#8221; is a concept being considered by\u00a0<span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.commonsactionfortheunitednations.org\">CAUN and the NGO Commons Cluster<\/a><\/span>.\u00a0It\u2019s &#8220;a big idea&#8221;, with lots of emergent possibilities, basically asking how might the world work if economic decision makers (us) had <span style=\"text-decoration: underline;\">much<\/span> better information, now that scientific and\u00a0technological\u00a0advances make it potentially possible. <\/em><\/p>\n<p style=\"text-align: left; padding-left: 30px;\"><em style=\"font-size: 12px;\">It&#8217;s intended as a contribution to the conversation on UN&#8217;s Sustainable Development Goals as seen on its <\/em><em style=\"line-height: 1.3em;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/sustainabledevelopment.un.org\/\">SD Knowledge Platform<\/a><\/span> site. \u00a0It proposes a new kind of<\/em><em style=\"line-height: 1.3em;\"> &#8220;Information Dashboard&#8221; for steering the earth (to make that concept much more of a reality)<\/em><em style=\"line-height: 1.3em;\">, an idea I&#8217;ve been toying with since helping <\/em><em style=\"line-height: 1.3em;\">a couple years ago to <\/em><em style=\"line-height: 1.3em;\">design the <\/em><em style=\"line-height: 1.3em;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.synapse9.com\/4YG\/TransformationDashboard.htm\">4YG Transformation Dashboard<\/a><\/span>. &#8230;<\/em><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><em style=\"line-height: 1.3em;\">__________<\/em><\/p>\n<h2 style=\"text-align: center;\">Principles, Funding and Methods,<\/h2>\n<h3 style=\"text-align: center;\">for Empowering a Multi-Stakeholder Commons, to\u00a0create and follow an SDG Dashboard for the Earth<\/h3>\n<h3><span style=\"font-size: 1.17em; line-height: 1.3em;\">The ideal<\/span><\/h3>\n<p>It would be ideal if the UN, mandated by the world governments, were to facilitate the creation of communication networks so everyone would get good information on their choices for making the earth sustainable.<\/p>\n<p>Stakeholder communities would work together following global principles to create value by finding their own sustainability solutions.\u00a0 \u00a0They\u2019d be aided by \u201cInformation Dashboards\u201d with coordinated scientific, economic, cultural and strategic screens, showing benefits and liabilities for <span style=\"text-decoration: underline;\"><em>all<\/em><\/span> to see. \u00a0\u00a0It would bring funding to all levels of sustainability, as the best source of information on which governments, individuals and institutions could base their investment policies and decisions. \u00a0 \u00a0 \u00a0 \u00a0<em>Let&#8217;s do it!<\/em><\/p>\n<figure style=\"width: 400px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" title=\"Dashboard Screens\" src=\"https:\/\/www.synapse9.com\/issues\/images\/screens1.gif\" alt=\"\" width=\"400\" \/><figcaption class=\"wp-caption-text\">Start with combining the scientific and economic information on real profits and liabilities, getting the financial community working for us and our future (!!) and so decision makers can see the real choices.<\/figcaption><\/figure>\n<p><span style=\"line-height: 1.3em; font-size: 12px;\">That approach would \u201cput the ball in the right court\u201d and let the UN do more of what it does best, as host and facilitator for the stakeholders of the world solving their own problems.\u00a0\u00a0 \u00a0Perhaps the world\u2019s governments would give the UN that mandate, to facilitate stakeholder collaboration involving all of civil society.\u00a0 \u00a0For the SDG\u2019s it favors 1) goals that fit local talents and problems 2) solutions that can be implemented efficiently in the self-interest of the participants, 3) coordinated with the needs of of society, 4) avoiding intractable wrangling between people with different ideas, and 5) as only possible when keeping the focus on everyone\u2019s common interests.<!--more--><\/span><\/p>\n<p>SDG\u2019s for transforming how we use the earth could start, as they have, with the UN leading a world dialog seeking \u201cgreat global principles\u201d to follow.\u00a0\u00a0 Regional \u201clearning commons\u201d for stakeholders would be assured access to solid information and be assisted in using it, as the nations of the world are assisted in following the communal societal process.\u00a0 \u00a0Formally organized stakeholder communities might only be organized by region, developing regional SDG\u2019s within the global principles for local conditions.<\/p>\n<p>Other learning commons would emerge \u201ctop-down\u201d and \u201cbottom-up\u201d from today\u2019s wide variety of knowledge sharing networks. \u00a0\u00a0The networks of both formal and informal commons would have access to high quality global information resources, and so be in a position to call for prompt action when clear solutions are found, as publics that are both efficient and able in decision making, with little old style politics involved.<\/p>\n<blockquote>\n<h3 style=\"text-align: center;\">The real motivation seems to be in many places at once.<\/h3>\n<\/blockquote>\n<p>The bottom line, from every perspective, is still how extraordinarily costly it would be not to act and succeed.\u00a0\u00a0 What works in the end might not be this \u201cideal commons approach\u201d but whatever works in the end will need to operate somewhat like it.<\/p>\n<p><!--more--><\/p>\n<blockquote>\n<h3 style=\"text-align: center;\">so the actual decision making at every scale would<br \/>\ncome from its grass roots<\/h3>\n<\/blockquote>\n<h3>The plan<\/h3>\n<p>Many pieces of the new kind of professional combined scientific, business and financial information are already beginning to come together.\u00a0 As they compare notes how unsustainable it is to keep using wealth to multiply our uses of the earth, and multiply unmanageable liabilities too, will become self-evident.\u00a0 \u00a0That would lead to consensus on providing sufficient funding for investments in real sustainable development to keep the earth economically viable.<\/p>\n<p>The more successful stakeholder commons would set the example and demonstrate how diverse stakeholder groups can focus on their common interests to work together solving big problems.\u00a0\u00a0 The other formal and informal learning commons would follow the leaders in finding collaboration with others having different ways of understanding the world is the solution not the problem.<\/p>\n<p>How this new transparency of the earth would take lasting effect is through consumer, investor, financial and business market choices, reflecting the new quality of information on the true impacts of their choices, so the actual decision making at every scale would come from its grass roots.<\/p>\n<h3>The strategy<\/h3>\n<p>From a natural system design view, this approach alters the \u201cpush\u201d and a \u201cpull\u201d balance for institutional designs. \u00a0\u00a0\u00a0You need both controls (pushes) with openings (pulls) when working with self-motivated people, and have the right balance. \u00a0 \u00a0Providing better information, and facilitating its exchange, aims at allowing self-interests to again make the economy largely self-regulating.<\/p>\n<h4>An SDG choice between two paradigms, pushes and pulls for societal decision making<\/h4>\n<div>\n<table border=\"0\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td valign=\"top\" sustainability communities these days.\u00a0\u00a0 Good examples are found in the recent report of the UN\u2019s Independent Research Forum (IRF), Post2015 &#8211; Framing a new approach to SD<a href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/Commons%20Action%20Group\/_UN%20SDG's\/IdealModelSDGs4.docx#_ftn1\">[1]<\/a><\/p>\n<h3>Global principles<\/h3>\n<p>The global SDG\u2019s could be simple; defining minimum standards for human life, respect for nature and the places of the earth.\u00a0\u00a0 That could be paired with simple obligations to respond to unsustainable change in our natural, social and economic environments.<\/p>\n<p>Global minimum standards for human life would include access to knowledge and equitable treatment, with standards of accountability, living sustainably and forming cultures of responsibility, for things such as having children with the intent to care for and teach them to live well too.<\/p>\n<h3>How it might overcome what stalled UN efforts in the past<\/h3>\n<p>The UN has seen major projects fall short of expectations, faltering for lack of funds, difficulty and competing interests. \u00a0Those challenges could be overcome by a commons approach focusing the urgency, expanding the momentum to the whole society, and making better use of new scientific information on what to use the money for:<\/p>\n<ol>\n<li><span style=\"line-height: 1.3em;\">it also addresses many of the problems noted in the draft UN CSD study of 21Feb13<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">the overwhelming costs of inaction are clear, and clarify the need for the effort<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">commitment to goals like the MTG\u2019s would become national policies<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">the financial community is seeing the need to invest to keep the earth viable<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">informal networks are gaining the ability to independently make able decisions<\/span><\/li>\n<\/ol>\n<h3>Advantageous General Properties of the ideal model<\/h3>\n<ol>\n<li><span style=\"line-height: 1.3em;\">it would be flexibly responsive to new and emerging issues<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">It uses the natural organization of human society as its main steering mechanism<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it integrates environmental, social and economic dimensions<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it is systemic by nature and enables mutual reinforcement of initiatives<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it operates at multiple levels and scales, in awareness of interrelations and dependencies<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it is based on multi-stakeholder dialogue, that is coordinated and participatory<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it builds lasting capacity &amp; resilience, responsive to the insight of its close observers<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it would grow directly from prior SDGs and Agenda 21 items according to place<\/span><\/li>\n<li><span style=\"line-height: 1.3em;\">it would greatly aid the financial markets in finding new ways to invest<\/span><\/li>\n<\/ol>\n<h3 Why we haven\u2019t acted before<\/h3>\n<p>During two centuries of rapid economic growth our remarkable gains in human welfare also relied on ever faster depletion of natural resources.\u00a0 It\u2019s been an intoxicating experience, but our enormous gains in cultural development have become unsustainable, and our failure to create great wealth without great poverty too remains totally unacceptable.<\/p>\n<p>It\u2019s the overwhelming financial costs of change that, ironically, first seemed to be a barrier and now with better information exposes the complete financial necessity.\u00a0\u00a0 \u00a0Living unsustainably becomes highly unprofitable.\u00a0 \u00a0\u00a0If the fortunes earned in the past are held accountable for the liabilities caused for our future, as common law was interpreted for the US Superfund sites, the wealth of the past will be held liable correcting its environmental damages.<\/p>\n<p>The enormity of these costs has only been hidden from view, largely by people making choices without thinking of the whole system impacts of their chosen financial strategies, end products and life-styles. \u00a0\u00a0For example, even the most economic means of removing our yearly addition of CO2 to the atmosphere, burying bio-char, would cost about $.15 per pound of CO2.\u00a0\u00a0 That a pound of CO2 is what is generated by one dollar of GDP<a href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/Commons%20Action%20Group\/_UN%20SDG's\/IdealModelSDGs4.docx#_ftn1\">[1]<\/a> would make paying to \u201cclean up\u201d CO2 pollution like an added new global income tax of 15%.\u00a0\u00a0 It might consume all the profits of all investments on earth!<\/p>\n<p>It would definitely NOT be cheaper to let rising ocean levels and climate change disrupt the earth\u2019s ecosystems and globally flood our historic coastlines and coastal developments.\u00a0 \u00a0Continuing to deplete our resources till they\u2019re too expensive for us to use,\u2026 won\u2019t be cheaper either.\u00a0\u00a0 \u00a0That\u2019s the real financial motivation; our lack of information on what we\u2019ve been doing is financially unsustainable too.<\/p>\n<p>It\u2019s quite possible the scientific, business, cultural and financial communities would all be drawn to the same surprising consensus.\u00a0\u00a0\u00a0 It seems clear scientifically, at least, that it would be \u201ca better bet\u201d for the money if investors used their funds to help our economies learn how to prosper without growth than with it.\u00a0\u00a0 It parallels a simple natural principle of development.\u00a0 You first use profits to build things up, and at a point change to caring for what you built.<\/p>\n<p><strong>iii. Special Conditions<\/strong>: There seem to be reasonable instruments available to insure change if the need can be reasonably demonstrated.<\/p>\n<p style=\"padding-left: 30px;\">1) <span style=\"text-decoration: underline;\">A juridical structure has long existed in common law.<\/span> It\u2019s been long established that there is *<strong>a <\/strong><strong>fiduciary obligation<\/strong>* for the directors, managers and regulators of trusts held in the name of others, to honor their prudent self-interests.\u00a0 Recent precedent is not consistent with that, but the original principle can be reasserted, now having better information on our prudent self-interests<em>.<\/em><\/p>\n<p style=\"padding-left: 30px;\">2) <span style=\"text-decoration: underline;\">A major correction is needed for our familiar measures of externalities<\/span>. \u00a0We\u2019ve been using economic accounting of impacts, not <strong>*environmental systems accounting*<\/strong>.\u00a0\u00a0 Our familiar measures count only the \u201cconsumption for production\u201d of technology, and ignore the \u201cconsumption for production\u201d for the human services needed to operate the technology, a BIG omission for a physical measure of total impacts.\u00a0\u00a0 The present LCA and Scope 3 GHG metrics leave uncounted commonly 80-90% of the real environmental impacts for delivering business goods and services!<\/p>\n<p><span style=\"line-height: 1.3em;\">The principle author of this draft of a collaborative proposal from\u00a0Commons Action for the UN (CAUN) <\/span><a style=\"line-height: 1.3em;\" href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/Commons%20Action%20Group\/_UN%20SDG's\/IdealModelSDGs4.docx#_ftn2\">[2]<\/a><span style=\"line-height: 1.3em;\"> is Jessie Henshaw.\u00a0 Jessie\u2019s related work includes peer-reviewed scientific research exposing and partly solving the problem of measuring whole system impacts<\/span><a style=\"line-height: 1.3em;\" href=\"file:\/\/\/C:\/Users\/Jessie%20Lydia%20Henshaw\/Documents\/@SciSD\/SDorg\/Commons%20Action%20Group\/_UN%20SDG's\/IdealModelSDGs4.docx#_ftn4\">[3]<\/a><span style=\"line-height: 1.3em;\">.
